Newer ground, newer buildings, and a maintenance conversation that is only now arriving for a lot of it.

A young commercial stock reaching its first real decision

A great deal of Broomfield’s commercial pavement went down during a concentrated period of development, which means a great deal of it is arriving at the same stage of life at roughly the same time.

That stage is the one where the decisions actually matter. A lot in its first several years looks fine and largely is fine. Somewhere past that, the binder has oxidized enough that the surface has gone gray, the original paving joints have started to open, and the first cracks have appeared. What happens in that window determines whether the lot has a long, cheap second half or an expensive one.

The cheap version is unglamorous: keep water out. Seal the cracks before they widen, fix the places where water stands, and treat the surface while there is still a sound surface to treat.

The expensive version is doing nothing for several more years, letting freeze-thaw work on every open crack through several winters, and arriving at a structural conversation that could have been avoided.

Because so much of this stock is the same age, the properties that get this right and the ones that do not will be visibly different from each other within a decade, on the same streets.

Business park lots are several pavements at once

Broomfield carries a lot of business park and flex-industrial property, and those sites are not one parking lot even when they look like one.

Employee parking is light duty. Passenger cars that are stationary most of the day put very little into a pavement, and those areas usually age by oxidation rather than by load.

Drive aisles carry everything that moves through the site, including whatever is delivering to it.

Loading areas, dock approaches, dumpster pads and anywhere a truck turns or stops carry loads that are different in kind. A loaded vehicle turning applies shear to the surface as well as weight, and a refuse truck lifting a container puts concentrated load in exactly the same footprint every week.

Where all of that was built to one specification, the failure pattern is predictable and it is the one most facilities managers here eventually describe: the parking is fine, the service area is breaking up. The repair is only worth doing if it changes the specification in that area rather than replacing like for like.

HOA and apartment property has different constraints

Residential association and multifamily property is a large part of the pavement in this area, and it comes with constraints commercial sites do not have.

The cars are there overnight, which is when the lot is least busy everywhere else. Residents have to put their vehicles somewhere during any closure, and there is frequently nowhere obvious. That makes phasing a communication exercise as much as a construction one, and the notice period matters more than the sequence.

Budgets are approved on a cycle and funded from reserves, which means the decision window is annual rather than responsive. A structural problem discovered in July may be waiting for a vote, and that argues strongly for assessment well ahead of the budget cycle rather than in response to a failure.

And the work is visible to the people who pay for it in a way commercial work is not. A phased job that runs over, or a phase that leaves residents without parking on a weeknight, produces complaints that outlast the project.

What tends to work: a multi-year plan, assessed once and properly, that separates the structural work from the preventive work so each year’s spend is defensible on its own.

Expansive ground and what it does to a lot

Ground along this part of the Front Range frequently contains expansive clay, which changes volume with moisture content — swelling as it takes on water and shrinking as it dries.

Pavement on top of that moves with it, and the cracking that results follows moisture rather than traffic. That is why a lot can crack in an area no vehicle uses, and why two properties of the same age on the same road can be in genuinely different condition.

The practical consequence is that drainage on this ground is structural rather than cosmetic. Anywhere water is allowed to collect and soak in is somewhere the subgrade is being given exactly what it needs to move.

It also means that a repair which does not address why water is reaching that area is a repair with a schedule attached. Before rebuilding a failed section, the question is where the water in it came from.

Freeze-thaw does the rest

The second mechanism is simpler and it is relentless. Water enters a crack, freezes, expands and widens the crack. It thaws, more water enters, and the cycle repeats.

Colorado runs a lot of those cycles, including many in a single shoulder-season week where a lot freezes overnight and thaws by mid-morning. Each one does a small amount of damage, and the damage compounds, because a wider crack takes on more water than a narrow one.

That is the reason crack sealing returns more per dollar here than almost anything else on a maintenance schedule, and the reason the timing is worth being deliberate about. A crack sealed in late summer does not spend the winter being widened. The same crack sealed in April has already had the winter.

It is also why deferring a structural repair through a winter is not a neutral decision. An open, failing area takes on water for months and cycles repeatedly, and the area that needed repair in September is measurably larger in April.

Plowing, de-icer and what the winter leaves behind

Winter maintenance is necessary and it is hard on pavement and markings both.

A plow blade is a steel edge dragged across the surface. It takes paint off directly, and where a surface has already started to ravel it takes material with it. The damage concentrates along the routes the plow runs rather than where the traffic goes, which is a useful diagnostic when a lot comes out of spring looking worse than its traffic would explain.

De-icing products sit on the surface in solution and work on both the marking material and the binder underneath. They do their job and they are not free.

Snow storage is the part most within an owner’s control. A pile of plowed snow melts slowly and delivers water to whatever is underneath it for days, so stacking it over a low spot, a marginal area or a recent repair works directly against everything the drainage is trying to do. Deciding where it goes, deliberately, costs nothing.

The practical routine is a proper walk of the property in early spring, when the season has just finished doing its damage and before the year’s budget is committed.

A sensible program for a Broomfield property

  1. Assess the whole lot once, properly, including what is under it rather than only what is on it.
  2. Map where water stands after rain and after snowmelt, and correct the grade there.
  3. Rebuild the structurally failed areas full depth, to the specification the loading actually requires.
  4. Seal the cracks that are worth sealing, before the winter rather than after it.
  5. Resurface or treat the surface only once the structure underneath is sound.
  6. Restripe last, with the layout reviewed rather than reproduced.
  7. Plan the next few years from the same assessment, rather than reacting to whatever fails next.

Getting bids that can actually be compared

Asphalt proposals are unusually hard to line up against each other, because two contractors can look at the same lot and honestly propose very different scopes. One reads it as a surface to protect, the other as a structure to replace, and both can be entirely sincere.

The way to make them comparable is to settle the findings first — an assessment that states what has failed and why — so that every bid is priced against the same conclusions rather than against each contractor’s own reading of the symptoms.

Worth requiring in writing from each proposal: what has failed and whether the base was assessed or only the surface; what the drainage is doing and whether the scope addresses it; which repairs are full-depth and which are surface-level; how many phases and which areas close when; how accessible parking is maintained throughout; what the reopening criteria are; and whether striping is included with the layout reviewed or reproduced.

Our lot is about ten years old and starting to look tired. What should we do first?

Get it assessed once, properly, including what is underneath rather than only the surface. That age is the window where the decision actually matters: keep water out now and the second half is long and cheap, or defer and arrive at a structural conversation that could have been avoided.

Why is our service area failing while the parking is fine?

How do we phase work on an HOA or apartment property?

With more notice than a commercial site needs, and with somewhere for residents to put their cars. The cars are there overnight, which is exactly when a commercial lot would be empty, so the sequence and the communication both have to be planned rather than improvised.

Our budget is approved annually. How do we work with that?

Assess ahead of the budget cycle rather than in response to a failure, and build a multi-year plan from one assessment that separates structural work from preventive work. That makes each year’s spend defensible on its own rather than reactive.

Does it matter where the snow gets piled?

Yes, and it is one of the few things entirely within your control. A pile melts slowly and delivers water to whatever is underneath it for days. Stacking it over a low spot, a weak area or a recent repair works against everything the drainage is meant to do.

Our markings look terrible after every winter. Is that normal?

It is common here. Plow blades take paint off mechanically and de-icing chemistry attacks the material, so the damage runs ahead of what traffic alone would cause. An early-spring inspection is better timed than a fixed interval borrowed from a national average.

Should the dumpster pad be concrete?

Frequently yes. A refuse truck stopping, lifting and turning in the same footprint is duty asphalt handles poorly. Rebuilding a failed asphalt pad in asphalt to the same specification is a decision to repeat the exercise on a schedule.

Two bids we received propose completely different work. How do we choose?

Settle the findings before comparing prices. Get an assessment that states what has failed and why, then have both proposals priced against the same conclusions. Otherwise you are comparing two different diagnoses rather than two prices for the same job.
